GLE FY23 Water System Improvements
Contract 3 – Lead Service Line Replacements
The City of Reed City is requesting Bids for the construction of an EGLE FY23 Water System Improvements, Contract 3 – Lead Service Line Replacements. Bids for the construction of the project will be received at the City Offices located at 227 East Lincoln Avenue, Reed City, MI 49677 until 11:00 a.m. local time, April 30, 2024. At that time the Bids received will be publicly opened and read.
This contract includes the full replacement of water service lines suspected of containing lead piping, or were once connected to lead containing components, that must be replaced from the watermain to 18” inside the foundation or building structure. Connections of services to existing watermain, corporation stops, curb stops and boxes, and all subsequent restoration (asphalt, concrete, gravel, grass, etc.) are part of this project. All other appurtenances related to lead service line replacements as specified and illustrated per Lead and Copper Rules is required. There are twenty-seven (27) anticipated water service lines throughout the water distribution system that will be either fully or partially replaced via horizontal directional drill.
Davis Bacon Act prevailing wages 29 CFR Part 5, Debarment Certifications, American Iron and Steel (AIS) and Minimum Wage Rates apply[SR1] [MC2] to this contract.
There are two additional separate contracts as part of this EGLE FY23 project, which includes replacement of watermain (Contract 1) and installation of a new well and well house (Contract 2). Work from Contracts 1 and 2 shall not impact the progress of Contract 3. In addition, there are lead service line replacements outside of the EGLE project area that are expected to be completed by the City of Reed City. [SR3] [MC4]
Prospective Bidders may request the Bidding Documents from the Issuing Office. Bidding Documents will be emailed in portable document format (PDF) at no charge; hard copy documents are not available. Non-biddable documents may be viewed in the on-line Bid Room at www.fveng.com.
The date the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.
Builder’s Exchanges are authorized to share the contract documents with other exchanges.
Bids will be accepted only from Plan Holders of Record. In order to be a Plan Holder of Record Bidding Documents must be obtained from an Issuing Office mentioned above.
A pre-bid conference for the project will be held on April 18, 2024, at 10:00 a.m. located at 227 East Lincoln Avenue, Reed City, MI 49677. Attendance at the pre-bid conference is encouraged but not required.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bid security shall be furnished in accordance with the Instructions to Bidders.
The City of Reed City reserves the right to accept any bid, reject any or all bids, to waive informalities and make the award in any manner deemed in the best interest of the City of Reed City.
